Emergency Public Service System Design Using IP-Solver

چکیده

The paper deals with the public service system design, in which the generalized utility is to be maximized. The generalized utility defined for a public service system assumes that user’s utility comes generally from more than one located service center, on the contrary to the former formulations, where only one service center was taken into account as a source of individual user’s utility. Classical approach to the design makes use of location-allocation model and subsequent usage of a commercial IP-solver. Real instances of the public service system design problem are characterized by big number of possible facility locations, but, in such cases, the location-allocation approach usually fails due to enormous computational time or huge memory demands. This weakness can be overcome by the approximate covering approach based on so called radial model of the problem. Hereby, we study and compare the both approaches from the point of their impact on the solution accuracy and saved computational time. Key-Words:Generalized utility, public service system design, radial model, approximate approach

This document presents a framework for supporting authorized, emergency-related communication within the context of IP telephony. We present a series of objectives that reflect a general view of how authorized emergency service, in line with the Emergency Telecommunications Service (ETS), should be realized within today’s IP architecture and service models. From these objectives, we present a c...

Solving the p-median location problem with the Erlenkotter approach in public service system design

This work deals with the problem of designing an optimal structure of a public service system. The problem can be often formulated as a weighted p-median problem. Real instances of the problem are characterized by big numbers of possible service center locations, which can take the value of several hundreds or thousands. The optimal solution can be obtained by the universal IP solvers only for ...

A Collaborative Blood Distribution System in a Network of Hospitals based on their Normal and Emergency Requests: a Mathematical Model and Solution

Background and Objectives: A blood distribution network orchestrates distribution of safe blood products to hospitals. Blood shortage and blood wastage are two important factors which may affect efficiency of blood distribution network. Service delivery time is another factor that refers to the time interval between blood request by a hospital and transfusing it to the patient....

Providing Emergency Services in Internet

During emergencies, service agencies rely on telecommunications to achieve quick response times and minimize loss of life and property. The existing public and government-based telephone systems provide three essential communication services: an emergency calling system, which the public uses to report problems and ask for help; emergency communications, which allow for crisis communications wi...
